This has a lot of wild change without stating any of its justification.
Whatever the rationale is, this is far too much unneeded change to throw
into the next release.  You need to back all this hair out.  Then start
over with explaining what the problems are you are addressing.  The
"fairness" thing is NOT A REGRESSION and not something to be touching in
this release.
