Exactly.

There used to be a TODO file, but it was so old and outdated that we removed it
by commit v4.6-306-g7cba831.

Yes, ioctl decoder always has a room for improvement, and implementations
of some ioctl commands could be a relatively simple ones.  See also
getsockopt/setsockopt decoders which are also extensible.
