That does a whole lot at once.  Certainly it's not material for any release
very soon.  When you do it, it should be one piece at a time.  Like, first
just remove the TCB_SUSPENDED logic for wait, etc.  Anyway, I don't think
we need to discuss this any time soon.  It is a solution is search of a problem.
