Fix execve handling

Just run a program that does fork/execve with "strace -fe open".  You'll
get something like

[preattached child 0 of 6645 in weird state!]
PANIC: TCB already set in pid 6645
[preattached child 0 of 6645 in weird state!]

and then strace is stuck.
