decode USBDEVFS_* ioctl args

Hi Dmitry,

Could you please explain me where precisely should I add those decoders in the last version of the strace codebase when I have time?
Because I don't see corresponding instructions on the https://strace.io/wiki/SiteNavigation page.

strace has decoders for various ioctl commands, so it should be possible
for USBDEVFS_* as well.  Somebody would have to contribute a patch. :)
