Hello, strace community!

Accomplishments:
* Separated seccomp-filter related code to a single file.
* Minor fix.

Next week:
I will change the default behavior. Set enable_seccomp_filter default value
to
false.  When using -f option seccomp filter enable implicitly. And add an
option
to explicitly enable/disable seccomp-based filter.
