[strace PATCH v2] Introduce s390_sthyi system call decoder

* s390.c: New file.
* Makefile.am (strace_SOURCES): Add it.
* linux/s390/syscallent.h ([380]): Change decoder to s390_sthyi.
* linux/s390x/syscallent.h: Likewise.
* xlat/s390_sthyi_function_codes.in: New file.
