[PATCH 4/4] tests: check decoding of nlmsgerr attributes

* tests/nlattr_nlmsgerr.c: New file.
* tests/gen_tests.in (nlattr_nlmsgerr): New entry.
* tests/pure_executables.list: Add nlattr_nlmsgerr.
* tests/.gitignore: Likewise.
