[PATCH 17/27] tests: check decoding of NETLINK_ROUTE rtmsg netlink attribute

* tests/nlattr_rtmsg.c: New file.
* tests/gen_tests.in (nlattr_rtmsg): New entry.
* tests/pure_executables.list: Add nlattr_rtmsg.
* tests/.gitignore: Likewise.
