[PATCH v3] tests: add fchmod.test

* tests/fchmod.c: New file.
* tests/fchmod.test: New test.
* tests/.gitignore: Add fchmod.
* tests/Makefile.am (check_PROGRAMS): Likewise.
(TESTS): Add fchmod.test.
