[PATCH] tests: add chmod.test

* tests/chmod.c: New file.
* tests/chmod.test: New test.
* tests/.gitignore: Add chmod.
* tests/Makefile.am (check_PROGRAMS): Likewise.
(TESTS): Add chmod.test.
