[PATCH v8 2/4] tests: check decoding of netlink protocol

* tests/netlink_protocol.test: New test.
* tests/netlink_protocol.c: New file.
* tests/.gitignore: Add netlink_protocol.
* tests/Makefile.am (check_PROGRAMS): Likewise.
(DECODER_TESTS): Add netlink_protocol.test.
