Netlink parser v3

Hello,

Here is the third version of the netlink parser.

Changes since v2:
* move socketutils socket protocols to table.
* remove socketutils.h
* change decode_netlink_* names.
* correct xlat/netlink_types.in
* use print_array() in netlink.c
* and some minor fixes.
