[PATCH v3] tests: add xetrlimit.test

* tests/xetrlimit.c: New file.
* tests/xetrlimit.test: New test.
* tests/.gitignore: Add xetrlimit.
* tests/Makefile.am (check_PROGRAMS): Likewise.
(DECODER_TESTS): Add xetrlimit.test.
