To speedup things, I'm going to split the patch and adjust format myself.

It is not deprecated.  We no longer edit ChangeLog files.  Instead, we put
changelog information only in the commit log, and generate the top-level
ChangeLog file from logs at "make dist" time.  For further information see
README-hacking file.  Old changelog records was moved to ChangeLog-CVS
file.

Said that, I agree that unlike NEWS file, ChangeLog* files are much more
noisy and thus much less informative for regular user, so you might want
to stop packaging ChangeLog* files in favour of the NEWS file.
