[PATCH] Bump config.sub and config.guess to latest versions

Yes, autoreconf -f -i is needed after a checkout.  This is what we do
before "make distcheck" to make a release.  We always make the release
tarball on a recent system (the current stable Fedora release at the time
is what I've always used), so that sets the "new enough" standard for auto*.
If we need anything in particular in tool requirements, we should use
version requirements in configure.ac to specify it.
